At E-Ram at 06:35, all was going well. People were passing and there was no queue. This was true for both pedestrians and cars. We then walked to Qalandya and arrived at the checkpoint at about 0655. There were lots of people ,more than 50 at any given time. . About 3 people were processed per minute, so the queue was moving. At one point, a Palestinian was not allowed to pass since he was under 45. He complained and argued his case and we observed this exchange. The soldier suddenly declared that the instructions had been altered and that he could pass.
