Morning

10.45 – 12.00

The usual …a man with traffic fines. He said that someone whose name he was not sure of …maybe it was Abu Hamed …had made a deal for him to have the fine lowered.  At the DCO  He had been told to go to Kiryat  Arba which of course he cannot do.  But  he wanted to be sure that the information he had been given by this man , that the fine of 3000 shekel had been lowered to 1600 was really so before he went further. He did not pay the man who said that he had spoken to Sylvia.. We told him to speak to Sylvia himself and gave him her details and also  the telephone number of the police who deal with fines. Though the last time we had tried to use the number *35592   we had had little joy in that direction.

A man had been working for an Israeli …not clear but something to do for agriculture….and wanted to change it for building. It was no clear why he could not simply go on working for him in that capacity.  He wanted to change the permit. But  at the offices  he had been told there was nothing on the computer….no request from his employer. We spoke to his employer who at first was very annoyed when I mentioned Machsomwatch but when I said that I was speaking for his worker, he was very pleasant and said that the man was truly a good worker and very capable but he had been told at the DCO that he was CSS prevented. Once again we told the Palestinian  to speak to Sylvia.

A young boy of about 15 had been shot while he was entering his home. The soldiers, according to the father , were about 400 to 500 meters away. Also according to the father, the soldiers themselves said that the boy had done nothing to merit this. So what else is new. They had bandaged his leg and put on some iron contraption which looked very painful as you can see in the picture. He has no money for the operations the boy will have to have, nor does he have money to pay for a lawyer. We gave him both the numbers of the Doctors for Human rights and Yesh Din. Also some additional numbers which I was given by Aziza, a nun who is known to us. The leg was really messed up. The question is if the army admits that they were responsible, surely the IDF should be dealing with this. The man says that his family are law-abiding and there is nothing against him. They have been vaccinated and no one who is not vaccinated comes into their home.

He had not made a complaint at the police. The father said that the boy had been in hospital in Hebron but he had not been able to pay the full sum. The father said that a captain had told him to make a complaint with the police and had  said that if they helped      him, he would help them. A coverup?  However the father was very vague on this point. It is sometimes very difficult to get exact details, not only because of the language difficulty but also because  for we  Israelis it is always not easy to deal with bureaucracy. How much more so for the Palestinians when they have to deal with the IDF who sees no reason to be polite to them or explain anything,  It was very tempting to put this on facebook together with all the other reports on how easily soldiers kill and wound Palestinians but  even  with blurring they would be too easily identified by the IDF and targeted.

An engineer is also prevented but does not know why. Besides that he  sat seven  months in jail, administrative detention.. Soldiers had searched his car and found some sort of knife. The question is if it was not planted by the soldiers themselves. He had to pay a fine of 1000 shekel but now also is facing a court case.  Again we referred him to Sylvia, telling him as always as we do  with all not to go to a lawyer and that if necessary she would give him the name of someone he could trust.

After the day with Anat Tueg at A-Zeitiem and the day  at the DCO I feel that , though we are not always effectual, we, like the butterfly wings, still contribute by our shifts and reports  to those who want to know and even sometimes, to those who do not. Maybe also to show the Palestinians that there are those who care.
