South Hebron
Hebron and South Hebron, Wednesday, 12/7/06 AMWatchers: Ilana L. and Mira B.7:00 -10:30 AM Road 60:Dahariya: Blocked as usual.Dura el fuar: Open for cars. Pillbox is manned.Tzomet Hkvasim: Open for pedestrians. Piles of dust on which people need to climb in order to pass: as usual.Hebron – Sair – Girl’s school, on way back: BP jeep is parked. 5 palestinians detained, 4 are standing on the side, one of them is asked to pull up his shirt, take his shoes off, make a few turns, etc. Nobody was asked to show papers! They are not on phone contact with any commanding office. The detained Palestinians are very thin, wearing thin trico shirts that can hide nothing under it, and did not carry any parcels. When we asked for the reason of detention, an old BP volunteer answered very rudely that they are searching for knives in people’s shoes. Immediately after that, the Jeep driver called the volunteer, and they left, calling us “Have fun!” This pass is inside Hebron, there is no way they could move into Israel. No doubt that was just a plain abuse. Maybe, if someone in the army is reading these reports (we know it is so), maybe they could locate this very enthusiastic volunteer and refuse his services, for Israel’s benefit. People around said that the hindrance took half an hour, who knows how much more it could take if we did not arrive. Road 35:Humanitarian barrier: Closed.Halhul bridge: OpenIdna: OpenVery ugly soldiers’ behavior: Between the humanitarian barrier and Haljul bridge, soldiers stopped us and asked for help: their car engine is getting warm, and they have no water. A soldier who’s rank was “advanced Rav Samal”, got from our driver, A. his ice-cold, drinking-water bottle. They took the bottle, emptied the water into their radiator, and returned the bottle without the plug. When we asked for the plug, they threw something back and drove away. We found the plug on the road. What can be said about this behavior?Hebron:No problems entering through Kiryat Arba. Surprise: Tel Rumeida and Tarpa”t stop-watch points are deserted. We saw a Palestinian passing with no check. The road leading to the girls’ school was paved with Akerstein stones forced with cement, so that the Jewish settlers will not be able to take them out as they did before. Over the way there is an army viewpoint. It was deserted as well. We took pictures of a big graffiti: “Revenge on under-race” (picture enclosed). The army watches and chooses to not pay any attention. This is what happens when settlers live inside a Para-shot base.Road 356, 317:Ziff stop-watch: Open.Tawani: We did not come in’ just spoke on the phone with J’. The summer camp starts at 5/8 and there is going to be a problem escorting the kids from Um-Tuba. Two months ago, the settlers from the illegal settlement blocked the two roads leading to the place with a gate that is not allowing vehicles pass. During school year, the army-escort was only at the middle way and reached the gate. From there the kids went around the gate, and Tawani people came to escort them to school from there. It is not clear wht will happen during the summer camp. On Saturday 8/7/06 Ezra from Tayush with 4 more people, arrived in order to take pictures of the gates blocking the way, but the army and police were called by the settlers and did not allow taking picture. We did not take a picture since our batteries were empty. Hope to do it next time.J’ is complaining that the settlers are coming down to the olive orchards each night, and damage them!! An Apartheid wall next to the road: The wall, 80 cm’ height, starts at Maon era. There are no openings to let sheep herds pass. Sout of Susia we saw a sheep-herd walking along the road, looking for an opening into the other side’s territories.

According to Wye Plantation Accords (1997), Hebron is divided in two: H1 is under Palestinian Authority control, H2 is under Israeli control. In Hebron there are 170,000 Palestinian citizens, 60,000 of them in H2. Between the two areas are permanent checkpoints, manned at all hours, preventing Palestinian movement between them and controlling passage of permit holders such as teachers and schoolchildren. Some 800 Jews live in Avraham Avinu Quarter and Tel Rumeida, on Givat HaAvot and in the wholesale market.
Checkpoints observed in H2:
- Bet Hameriva CP- manned with a pillbox
