Lively traffic of children and adults, moving rapidly.  Suddenly the turnstile locks, and a border policeman emerges from the checking booth.  He points at one of the children and says he cannot cross because he has no permit.  Adults in the line try to help, waving some document in the boy's hands, but the policeman does not relent.  He knows the boy, and "any one can print this, no problem."  The boy continues to wait, but eventually gives up, and goes back.  A day of school lost, and why him
