A van stands at the side and is inspected by a dog.  While this is happening, all the vehicles which arrive continue on through.  When the van is released, they stop another vehicle and the inspection takes 7 minutes.  Meanwhile, the dog handler has left, so the soldiers stopped directing the cars for inspection in the side lane and began stopping every few cars for questioning and inspection, so a line is formed.  Afterward, there was the same sort of behavior at the entrance to Nablus and lines were constantly forming which would disappear after a certain amount of time, when the traffic was less.   The delays had not decreased after the change of shifts at 8:20.
